  During 1994 the regions stock markets have had their ups and downs,
  but that  is half the fun of emerging markets, isn' t it? To review 
  the years highs and lows, CET spoke with Martin Gollner, Nomura 
  Securities eastern European equity analyst for his take on the year.

  "94 was a very turbulent year for the East European stock markets, at 
  the beginning of 94 we all saw a strong rally in all stock markets. 
  Mainly due to strong demand foe emerging markets globally. however 
  this wasn't to last very long and we saw a sharp sell -off during 
  spring and a bottoming out of share prices in June, July. Over the 
  summer the performance was relatively dull, towards the end of the 
  year we saw a further drifting in some of the stock markets. I think 
  what we have seen up to now is that eastern Europe has been a very 
  small part of emerging market funds, but  increasingly seen as 
  separate entity and is  also attracting interest from  other areas 
  especially general European funds."

  So emerging markets are becoming more and more mainstream?

  "Yes this is a firm indication and also shows that for people looking 
  to invest in Europe it's becoming increasingly difficult to ignore 
  Eastern Europe which is turning out to be the fastest growing part of 
  Europe."

  Presumably the privatization schemes in each country are vital to the
  further development of the capital markets.

  "Part of the attraction of the region is the rapid privatization 
  process . In some cases it has actually led to an abundance of stocks. 
  with little information, I am thinking of the Czech Republic 
  specifically."

  Privatization in Slovakia has promised a lot and delivered very 
  little.

  "In Slovakia the concerns are more related to the political situation,
  We finally seem to have got a government , but it's unclear what  
  start the government, the new government is taking on  privatization, 
  so investors have been deterred from going into the market. First of 
  all Hungary, we have seen a slow continuation of the privatization 
  process., but  it was important in  so far as it has broadened the 
  investment opportunities in the market. It bought some of the most 
  important companies in the pharmaceutical industry to the stock market  
  and has made  the market overall more attractive. In Poland we saw a 
  sharp sell-off , which wasn't surprising since Poland was the best 
  performing stock market in 93, what is happening there is that the 
  market is still driven  by retail, domestic retail investors, which 
  insure that productivity stays high , but we've also seen a little but 
  increasing interest by institutional and international investors. In 
  Czech Republic, the situation was fairly stagnant because people are 
  concentrating on what  impact the second wave of coupon privatization 
  would have on the market. Domestic firms who own the majority of Czech 
  stocks weren't.really trading stock and therefore volumes were 
  generally low."

  Connecting to the Internet is like taking the on-ramp to
  the information superhighway. But Central Europe in many ways is
  still driving the city streets. Now, one company wants to change
  that, and is beginning by taking E-mail to college.
  Connecting to the Internet, primarily for E-mail and other data
  transfers, is already possible in Central Europe.
  David Friedman, a computer student at Budapest's technical
  university, is an Internet user. The computer lab provides
  the service free to students:

  "Now, in the university, there is a big room with a
  lot of computers, and it's always full, and on the monitor,
  you can see most of the people are using this E-mail."

  But Friedman also questions whether average college students can
  afford the personal computers needed to keep using the system
  outside of school.

  The cost of personal computing equipment -- which can run into
  the thousands of dollars -- is just one of the obstacles facing
  universal use of the Internet in Central Europe.

  Another obstacle is technical. Because many central European
  countries don't have a domestic server -- or company offering the
  connection -- travelers on the information highway can encounter
  detours and extra tolls. These can be long-distance phone costs
  for out-of-country connections and a myriad of extra switches,
  steps and codes that have to be entered from a keyboard to gain
  access. But at the beginning of next year in Hungary, California's Sun
  Microsystems will begin operating as that country's primary link
  to the Internet. Within the course of the year, Sun Microsystems
  also hopes to set up shop in Poland and the Czech Republic.
  Tim Dwyer is vice president of Sun Microsystems, and recently
  presided over the company's Internet grand opening in Budapest.
  He explains why his company didn't just use market research and
  statistics before deciding to venture into this region.

  "The market statistics in many many cases, especially
  in Eastern Europe, are like looking in the rear view mirror.
  You're not getting a good picture of what might be going on
  ahead, you're getting a picture of what went on in the past."

  Dwyer says personal contact and an understanding of the region's
  technological needs was necessary:

  "Go and visit the country, spend some time, talk to
  the business leaders, talk to the politicians, talk to the
  university people, y'know the end users, what have you, and
  ask them what's going on."

  And it's with these university people that Sun Microsystems is
  beginning its activities in Hungary. In addition to offering
  easier access to the Internet to more professors, Dwyer says the
  company wants to create a generation of Internet users among
  university students. These students will graduate to become the
  country's first generation of professional E-mail users.
  Sun Microsystems' regional manager Daryl Parker says the
  company's presence will only increase the number of users.

  "By the middle of next year, we should be up
  somewhere around 500,000, it'll be a large number yes,
  mostly connected to a university."

  And for computer students like David Friedman, the growth of this
  technology is necessary and inevitable:

  "It is very important to have, because if the
  information stops than everything stops."

  So it will be Friedman and others like him who will pave the
  information superhighway through Central Europe.

OMRI DAILY DIGEST

We welcome you to the first issue of the Open Media Research Institute's
Daily Digest - a compilation of news concerning the former Soviet Union and
East-Central and Southeastern Europe. The Daily Digest picks up where the
RFE/RL Research Institute Daily Report, which recently ceased publication,
left off.
Contributors include OMRI's 30-member staff of analysts, plus selected
freelance specialists. OMRI is a unique public-private venture between the
Open Society Institute and the U.S. Board for International Broadcasting.


HUNGARIAN PARLIAMENT ADOPTS 1995 BUDGET, PLANS PRICE HIKES. By a vote of 251
to 83 with one abstention, the Hungarian parliament last week approved a
government budget providing for a deficit of 282.6 billion forint ($2.5
billion), international agencies report. Unlike its predecessors, the 1995
budget does not include charges for servicing Hungary's gross foreign debt of
$27.55 billion; those charges total some 164.3 billion forint. Meanwhile, the
daily Nepszabadsag on 29 December reported on price hikes that are to go into
effect in 1995 as part of socialist Premier Gyula Horn's austerity program.
Consumer prices for natural gas and electricity will soar by 53 and 65%
respectively. Telephone charges are to increase by 50%, railroad fares by
20%, and gasoline by an average of four forint per liter. The newspaper also
reported that producer prices of foodstuffs may go up by as much 25%, owing
to an expected increase in value-added tax. Inflation in Hungary reached 20%

  With Christmas behind us, it's time to consider the year ahead. For
  some predictions on the regions stock markets, CET asked
  Nomura Securities Martin Gollner to look into his crystal ball. This is
  what he saw.

  "I think in general 1995 will be a good year for East European stock
  markets. First of all looking at the economies they are  growing very
  strongly and there is evidence that they will continue to grow    
  strongly.

  We are  also seeing an increase in investor interest coming from
  different sides, especially internationally there  is more money  to go 
  into these markets. Since most evaluations are still very attractive we 
  expect this process to accelerate in 1995."

  What can you see is in store for Hungary?

  "Key to the performance in Hungary is the privatization of big 
  industrial companies, such as MOL and MATAV. These are the companies
  investors have been waiting for. First of all because of the size, 
  which means that they would be more liquid once listed and also because 
  they give a better reflection of the Hungarian economy and the 
  prospects of the country."

  Will Poland be a little more welcoming to foreign investors in 1995?

  "There are plans to issue ADRs and stocks which obviously make
  Poland more accessible to the international investment community. They
  also hope that investor sentiment in Poland, domestic retail investor 
  will improve next year. Due to its size Poland will always attract a 
  lot of interest and also because the government has now promised to
  continue with the privatization, although they won't affect the stock
  market directly next year or the year after , but only in the long 
  term, it does improve investor sentiment, and of course we had the debt 
  relief agreement last year which has overall made Poland more 
  attractive. Yes the second wave  of privatization will start trading in 
  spring of next year generally is assumed to be beneficial to the 
  market. I'm not convinced, I think it will affect certain stocks, but 
  other stocks will suffer."

  Can Slovakia continue its upward trend?

  "I think Slovakian performance last year doesn't really  reflect an out
  performance, . it really reflects above all a time-lag between what
  happened in the Czech Republic and what happened in Slovakia. But I
  think Slovakia's got all what it takes to be one of  the best 
  performing markets  next year. First of all it's under-owned 
  internationally, second of all the economic growth is stronger than in 
  the Czech Republic and thirdly the valuations in general  are a lot 
  lower than in the Czech Republic. However there is one problem, that is 
  political uncertainty.  Once the settles down, I think  foreign 
  investors will look at the value that is offered in the market and 
  start buying stock."

SURVEY
------

  The favorite memory of '94 for the average Romanian, is, without a
  doubt the night  in June when the 3-2 football victory against the
  Argentinians sent Romanians singing into the streets, popping
  champagne corks and partying like they had already won the World Cup
  itself. Even when the team was beaten by the cool-as-a-cucumber
  Swedes, Romanians continued to celebrate, because, they said - with
  the best sporting spirit in the world - this was the first time they 
  had reached the quarter finals and they deserved to be proud. It was a 
  good year for sports fans. Romania's legendary gymnast Nadia Komanec 
  it was an emotional homecoming.

  "It wasn't easy for me to come back, I was almost crying when I left
  Dortmund because I knew it was many years... I didn't expect so many
  people to wait for me at the airport. I thought people wouldn't
  remember."

  The one thing people pretended not to remember as Nadia alighted
  from the plane with her blond American fiance, was that Nadia was
  pretty chummy at one time with young Nicu Ceausescu, son of the
  dreaded dictator. But an alliance with a Ceausescu might not be
  considered so bad nowadays, by some at least. On November 6th,
  dozens gathered at what is thought to be the grave of former dictator,
  Nicolae Ceausescu to commemorate him on his name day and mourn
  the 'good times'. 

  Many are inclined to nostalgia for the more distant past - the good old
  days of the Romanian monarchy. But when Romania's King Michael
  attempted to visit on October 7th, the authorities wouldn't even allow 
  him out of the airport. Sorry, no visa's issued upon arrival they told 
  him and promptly packed him back onto a plane to Switzerland much to 
  the disappointment of his fans who had gathered to welcome him.
  While King Michael would have preferred to stay at least long enough to
  shake a few hands and kiss a few babies, British couple Adrian and
  Bernadette Mooney were desperate to leave.

  Arrested on the Romanian Hungarian border on July 6th with 5 month
  old gypsy baby Monica in the back of the car, the couple was tried in
  Bucharest for baby buying and smuggling and sentenced to 2 and a half
  years in prison. The British government which had been pressuring
  Romania to crack down on the baby trade, was suddenly reduced to
  lobbying for the Mooney's release. Their sentence was eventually
  suspended and the Mooneys returned home at the end of November.

  Julian the first, emperor of all gypsies was arrested on rather 
  different charges. It seems being an emperor isn't all that lucrative 
  these days and he was supplementing his regal income with a bit of 
  copper smuggling - from the state copper company in Transylvania. 
  Perhaps he considers it a legitimate case of sabotage against the 
  state. Julian declared upon arrest that he was the 'Mandela of Romania' 
  as well as the Emperor of the gypsies and if he has his way, will one 
  day be president of the Romanian republic, too.

  Also in Transylvania this summer, Gheorghe Funar, mayor of Cluj, came
  up with yet another masterpiece of inter-ethnic diplomacy with a plan 
  to excavate the town's picturesque main town square.

  "We need to dig in the center of town because that is where the
  archeologists and historians consider the center of the old Roman town.
  We want to be among these big European cities with our Roman ruins."

  The Hungarian minority had a field day - demonstrating and lying in 
  front of bulldozers, protesting that the statue of King Matthias would 
  fall down, the church would crumble and fire and brimstone would 
  descend. The excavations went ahead in one corner of the square anyway, 
  nothing fell down and nothing was uncovered - except perhaps the 
  cynical motives of the politicians, trying and failing to compete for 
  attention with the much more worthy world cup team.
