interested academics, policy-makers, NGO representatives, think-tanks,

All courses are free of charge for professionals from East Central
Europe and the former Soviet Union and eastern participants will
receive a grant to cover their costs during the course.

The goal of the course
The need for an adequate supply of inexpensive, efficient and reliable
energy is widely recognized as being central to the development
concerns of nations throughout the world.  This need has been
particularly key in Central and Eastern Europe (CEE) during the last
decade as the changing economic structures of these countries have
made the development of new energy supplies difficult, if not
impossible, and have raised issues of national sovereignty and
international security.  Many of CEE economies are currently or intend
in the near future to privatize or deregulate their energy sectors. 
This process will play a critical role in determining future economic
development, national security and environmental protection in the
region.  It is important that these vital decisions are made using the
world of experience in restructuring, privatization and (de)regulation
of energy sectors.  The goal of the course is to help academics,
researchers and policy-makers understand and meet the challenges
facing CEE in the process of restructuring their energy sectors.  The
course will bring together a wide range of experts from around the
world, representing academia, governmental policy research, NGOs and
the private sector, who have substantial international experience in
the relationship between energy, development and the environment.  A
group of experts from CEE will also be invited, both as speakers and
students, who will highlight the most significant problems currently
facing CEE energy sectors, and who will contribute to the discussion
of what types of policies and (de)regulation can promote both economic
development and environmental remediation and protection most
effectively in the region.

Course description
Course lectures and discussions will be organized around two main
topics.  Week I will establish the factual and methodological
framework for the discussion of energy policy and (de)regulation in
CEE. The week will conclude with a debate on energy sector
restructuring options for CEE economies.  Week II will focus on the
future of nuclear power and its alternatives in the region, with a
special emphasis on improving energy efficiency, and will conclude
with a debate on this topic.  Among the many specific questions raised
by the energy challenges facing the CEE region that the course will
address are: 

 . What is the current state of the energy systems -- what are the
existing technologies, economics and environmental impacts? . Why do
these economies need several times as much primary energy to produce a
unit of economic output, as developed or even other developing
economies?  How does it affect the economy, and how could these high
energy intensities be effectively reduced? . Is nuclear power the most
viable option to meet the energy demands of these economies and to
satisfy their desires for national sovereignty, or are there
alternatives that can effectively and more sustainably meet the needs
of the region? . Given the cultural, political and economic context,
what kinds of market and regulatory structures will best facilitate
the multiple, and often conflicting, energy-related objectives of the
CEE region? . What are the likely outcomes of the current trend to
privatization in the energy sector in the CEE - is private ownership
likely to improve either the economic or environmental performance of
these sectors? . What is the appropriate role for the CEE nations to
play vis-a-vis global environmental concerns such as climate change -
can these nations afford to address climate change, can they afford
not to? . What should be the fate of existing unsafe nuclear
facilities, and should the nuclear power plants in the pipeline,
mostly designed in the `70s, be completed? . Are there lessons from
the West that can be usefully transferred to the CEE? Which are the
experiences that cannot be viably transferred? Which would be the most
effective policy tools to achieve the region's energy related
objectives?

Since the course will rely on a dialogue between Eastern and Western
experts, and on the experience and issues raised by course
participants, the course will involve a variety of interactive
teaching methods.  Besides lectures delivered by resource persons,
time will be allowed for open discussions with all resource persons
after lectures.  A three-hour debate will conclude both weeks of the
course, involving several lecturers and all course participants.  In
addition, a small number of course participants will be selected to
deliver shorter seminars on topics related to the course.  An
energy-efficiency internet workshop will also be held, where future
internet collaborations will be suggested.  

Who will benefit from the course?
The goal of the course is to facilitate an international exchange of
ideas and perspectives, both within the region and globally, in
addition to developing a network of academics and policy-makers who
can work together in the future.  The course will provide an
opportunity for increased interaction between CEE academics,
policy-makers, think-tanks and the private sector from the region and
the world by bringing together leading scholars for an intensive
discussion of some of the most timely issues of our day in energy
policy.  Therefore, the course will be presented at a level that is
accessible, although quite challenging, to those with a basic
knowledge in energy policy, but will mainly be targeted to those with
an advanced background and special interest in the area.

Additional application requirements
Since the course relies on the dialogue between course participants
and resource persons, a selected group of participants will be given
the opportunity to deliver 30-minute presentations on topics relevant
to the course contents.  Thus, an additional course application
requirement is to submit a one-page abstract of a potential
presentation.  The topic of the presentation should contribute to the
dialogue on the future of energy policy in the region, and should be
sufficiently challenging to initiate further discussion.  If
applicants have a relevant paper on the topic, the paper can be
attached as well, in addition to the abstract.

	PREMIER ENVIRONMENT POLICY EVENT OF 1999
	TO BE HELD IN NAIROBI NEXT MONTH

	20th session of UNEP's Governing Council
	1 to 5 February, 1999, Nairobi, Kenya


NAIROBI, 11 January 1999 - The 20th session of the Governing Council 
of the United Nations Environment Programme (UNEP) will meet at UNEP 
headquarters in Nairobi, Kenya, from 1 to 5 February 1999. 	

	The Council, which meets in regular session every two years, is a 
forum for the international community to address major and emerging 
environmental policy issues.  

	Issues on the agenda next month include the latest assessment of the

state of the world environment, emerging environmental issues, the 
governance of UNEP, and linkages among environmental conventions. 
Another key agenda item will be preparations for the seventh session 
of the UN Commission on Sustainable Development, which will address 
sustainable tourism, freshwater, and resources and problems of small 
island developing states, which are specifically vulnerable to the 
adverse effects of environmental degradation.

	There will also be special side-events with leading global players 
on sustainable tourism, chemicals and global telecommunications, as 
well as the launch of, and briefings on new UNEP initiatives and 
special reports.

	With representatives from environment NGOs, business and industry 
joining ministers and senior government representatives from over 100 
countries, UNEP's 20th Governing Council is clearly set to be the 
premier environment policy event of the year.

	A three-day technical segment will be followed by a high-level 
ministerial meeting from 4 to 5 February.
