POSITION ANNOUNCEMENT


The Regional Environmental Center for Central and Eastern Europe (REC) is
an independent, not-for-profit organization of international character
devoted to the improvement of the environment in Central and Eastern Europe
(CEE). 15 CEE countries are beneficiary countries of the REC. The REC is
now accepting applications for the position of a

Project Officer to the Secretariat of the Sofia Initiative on Economic
Instruments.


The 1995 Environment for Europe Ministerial Conference in Sofia, Bulgaria,
approved the Sofia Initiatives. One of the four areas of work identified
under the Sofia Initiatives is economic instruments. The Ministry of
Environment of the Czech Republic is chairing the Sofia Initiative on
Economic Instruments (SIEI) and the REC provides the secretariat to the
implementation of the SIEI work program. The work program (available on:
http://www.rec.org/REC/Programs/SofiaInitiatives ) mainly covers policy
analysis, data collection, cross-country comparison, awareness raising and
promotion of regional dialogue and cooperation, and, includes the following
project activities in 1998:

1) Sourcebook on economic instruments in CEE;
2) Workshop "Economic Instruments in CEE and EU Accession";
3) Electronic newsletter on green budget reform;
4) Local language reports on policy integration/green budget reform for
raising awareness of political and business executives.

Qualifications and Tasks

The successful candidate will assist the Project Manager in implementing
the SIEI work program. The position is limited for one year (possibilities
for prolongation and promotion exist) starting in January, 1998. The
successful candidate will work at RECs Headquarters in Szentendre, Hungary.

The applicant should have the following qualifications:
- At least two years of work experience in CEE countries in the area of
environmental economics;
- University degree in (environmental) economics or related area;
- Excellent written and spoken English language abilities and good computer
skills;
- Existing contacts with environmental economists in CEE and Western countries;
- Motivation to work in a team, ability and willingness to take
responsibility, flexibility, commitment to the activities of the SIEI work
program;
- Citizen of a CEE country (applications from Western experts are only
considered if a long-year work record in the CEE region on economic
instruments for environmental protection can be shown).

The successful candidate will be responsible for the following main tasks:
- Drafting the English and local language reports on policy
integration/green budget reform and coordinating the production of these
reports;
- assisting in producing the monthly newsletter on green budget reform,
including researching and writing contributions;
- assisting in producing the sourcebook on economic instruments in all
stages of the project;
- assisting in conducting the workshop "Economic Instruments in CEE and EU
Accession" in all stages.
